Our purpose is to empower individuals with developmental disabilities to reach their full potential and live fulfilling lives in their communities through personalized support and high-quality, person-centered services.
The All Starr Care Agency provides quality Homemaker and Personal Care (HPC) and Adult Day (ADS) services to adults living in Cuyahoga County, Lake County, and Geauga County. Established in 2022, our agency’s mission is to support the success of individuals with mental and physical limitations, strengthen their families, and build embracing communities. Furthermore, our compassionate team members empower clients by providing them with the best options and opportunities to live safely, learn continuously, explore their creativity, and work productively throughout their lifetimes.
While serving the local community, we are committed to protecting and promoting the rights, free will, and contentment of clients of all ages, races, and beliefs.
The Leadership Team at the All Starr Care Agency has many decades of combined hands-on experience while assisting individuals with mental and physical disabilities. For the added protection of our clients, all our employees are screened thoroughly, including criminal and driving background checks. While putting the needs of our clients first, we are constantly striving to deliver quality services that support their highest level of independence. Meet Our Team
Keisha Smith
CEO/Director of Operations
Keisha has a Master’s Degree in Special Education and over 15 years of experience educating students with multiple disabilities. She has experience as working as a personal provider and owns and operates a home for the mentally disabled. Keisha is passionate about the work that she does and takes pride in making a difference in the lives of others. Her years of experience and dedication to her career has led her to become an agency provider.
Shawna Yackin
Day Program Director
Shawna has bachelors degree in Communicative Disorders and a Masters in Special Education Moderate/Intensive. She also has over 30 years of teaching individuals with developmental disabilities. She has 21 years of respite care experience with DODD. Shawna is passionate about providing quality social, recreational, and pre-vocational opportunities for our individuals. She is committed to discovering ways to establish connections between individuals and their community, fostering meaningful relationships.
Jeffrey Smith
Quality Assurance Manager
Jeff has years of experience in overseeing daily operations, developing budgets, hiring and training staff, scheduling employees, and implementing programs. He continues to foster All Starr Care’s community of first-class services and supports for individuals with developmental disabilities.
LaTonya Ayers
Compliance Officer
LaTonya Ayers graduated from Tiffin University in 2011 earning her Bachelor of Business Degree. LaTonya serves as the compliance officer to the Director of Operations and staff to ensure the All Starr Care Agency compliance requirements are maintained for the health, safety, and welfare of the clients served. LaTonya also has experience working as a DSP in a group home setting and Health Unit Coordinator at the Cleveland Clinic hospital.
